The resource hot spot is static, so having one character site the deposit and having another build on it should be fine. I think the only trouble you'll run into is if its an ocean planet or ice, where you don't really have the landmarks to get it...

It can't depend wholly on the skills of the char delivering the job, I've had alts deliver jobs they weren't capable of and it came out good. That said I'm mildly superstitious about it, and don't make a habit of it.
